Abstract: The author considers the effects of arms races on the occurrence of wars, with his core argument evolving around the risk-orientation of the actors. Morrow focuses on the tinderbox hypothesis and contrasts it to a formal model approach based on expected utility assumptions. He develops a formal model, and then evaluates it with a quantitative analysis. One of the key texts in the formal model approach to studying arms races.
