Abstract: The authors in this paper reconsider the estimation issues, that they argue have plagues prior applications of the Richardson action-reaction model of arms races, using some recent developments in time-series econometrics. They illustrate the issues with estimates for Greece and Turkey and India and Pakistan. Whereas there is little evidence for a Richardson type arms race for Greece and Turkey, India and Pakistan show a stable interaction with a well determined equilibrium. Part of the econometric school of study of the post-1945 Greek-Turkish military expenditure and possible arms racing.
