Abstract: The authors in this paper present a new approach to studying arms races, using five factors that have not been previously applied to arms races: weapons counts, system modeling, environmental threat, domestic factors, and simple decision rules. They test their approach by modeling the number of capital ships of the major powers from 1860 to 1986 in different time periods. They find that their approach has a good deal of validity. An attempt to bring the use of econometric methods into the discussions of the conflict processes analysis school.
